"What are offline-browser?"
These "browsers" allow you to input a starting url and they will crawl you site, downloading images and/or pages as they go. The idea being that could then browse the site locally. If they aren't connected to the internet, it would be hard for them to sign up with your favourite sponsor! Here's a list of some that are available. These programs work by localizing your site links, they may attempt to localize sponsor urls as well. Since they don't pass anything in the HTTP_REFERER variable, you could use this fact to block them rather than coding an HTTP_USER_AGENT condition for each of them.
note: be careful that you don't block friendly SE spiders!
